Consultations

Each year, the URA hands down a range of decisions, determinations and reports relating to regulated industries in Vanuatu. Regulatory decisions are preceded by a program of consultation with major stakeholders.

The URA relies heavily on the input of all the stakeholder groups. Their involvement helps shape its work program.

Consultations differ in depth and length depending on the type of projects: for example, price or regulatory reviews include at least a month-long consultation with all stakeholders after a Preliminary Decision is issued, whereas performance reports or investigations can be done faster with only interested parties.

Once a consultation is advertised, the URA provides opportunities for stakeholders to submit their comments: stakeholders are encouraged to provide written submissions, outlining issues to be considered as part of the consultation but they can also share their views during public forums or by visiting the URA office.

Early-stage submissions can be highly valuable in guiding the consultation and determining future consultation activities, such as the number, nature and location of public meetings.

The URA encourages open discussion and transparency, making submissions available on this website. The publication of submissions allows other people to put forward their own views and better understand the issues.

In the interests of customers, the URA encourages relevant information to be provided during the consultation period.

The URA is subject to legislative requirements relating to confidentiality or commercially sensitive information, privacy matters and freedom of information. If you provide information on a confidential or commercially-sensitive basis, the URA will not disclose it unless we seek your consent.

WATER

2012-2013: Luganville Water Tariff Review

The URA started reviewing the water tariff in Luganville following a request from the Ministry of Public Utilities. The Department of Public Works supplies water services to the municipal area. Submissions were sought after the publication of the issues paper (November 2012), framework paper (December 2012) and draft decision (February 2013) and resulted in different reports:
